UNOFFICIAL COUNCIL MINUTES

REGULAR MEETING 04-03-17


Mayor Fisher called the meeting to order at 5:45 and led the pledge of Allegiance.  In attendance were Council members – Kevin Schmidt, Gib Burgan, Jeremy Moore, Lanny Stucky and Kent Winsky.


Also in attendance were Randy Frazer, City Administrator; Sheri Parker, Assistant City Clerk; Murray McGee, Economic Development Director; Mike Strausz, Street and Wastewater Supervisor; Jay Kessler, Police Chief; Jen Holman; Tony Hoffman; and Randy Fogg.


Jeremy Moore / Lanny Stucky moved to approve the minutes from March 6, 2017 regular meeting.  Passed 5 Ayes, 0 Nays.


Jeremy Moore / Kent Winsky moved to approve the March bills.  Passed 5 Ayes, 0 Nays.


Mayor Fisher opened the meeting to public comment; Jen Holman asked about the city’s animal control ordinances specifically for stray cats.  After a brief discussion it was decided Jen would meet with city staff and share some of her ideas.  Tony Hoffman inquired about the discussion of sewer rate increases.  Mayor Fisher explained this would be discussed later on the agenda.  With no other comments Mayor Fisher moved to the next agenda item.


Lanny Stucky / Kevin Schmidt moved to approve Resolution No. 2017-05 – A Resolution Of The City Of Moundridge, Kansas Requesting The Board Of County Commissioners Of McPherson County, Kansas To Make Certain Findings Approving The Annexation Of A Tract Of Land Described Below, By The City Of Moundridge, Kansas.   Passed 5 Ayes, 0 Nays.


Kent Winsky / Jeremy Moore move to approve Resolution No. 2017-06 – A Resolution Authorizing Filing Of Application With The Kansas Department of Health And Environment For A Loan Under The Kansas Water Pollution Control Revolving Fund Act.  (K.S.A. 1988 Supp.65-3321-through 65-3329).  Passed 5 Ayes, 0 Nays.


Jeremy Moore / Lanny Stucky moved to approve the Agreement for profession Engineering services with Kirkham Michael for city wide sidewalk and part trail master plan.  Passed 5 Ayes, 0 Nays.


City Council and City Staff discussed the waste water rate study again, from last month.  The City’s waste water rate study again from last month.  The City’s water supervisor Mike Strausz reviewed the conditions of the mains and why there is a need for the City to have a long term plan to fund the repair and maintenance of the existing system as well as build the mandated waste water treatment facility.  It was the consensus of the council to develop an ordinance for waste water rates to consider next month based on the recommendation determined in the waste water rate study.


Kevin Schmidt / Kent Winsky moved to approve the purchase of a Bobcat Skid Steer.  Passed 4 Ayes, 1 Nay.


Jeremy Moore / Kent Winsky moved to remove the residency requirement from the Police department’s SOP.  Passed 5 Ayes, 0 Nays.

Chief Kessler announced the resignation of Officer John Hill from the Police Department.


Chief Kessler announced the classification change of Officer Scott Zimmerman from part time to full time status on the Police Department.


Economic Development Director Murray McGee presented his monthly written report and answered questions from the council.


City Administrator Randy Frazer presented his monthly report and answered questions from the council.


Jeremy Moore / Kevin Schmidt moved to enter Executive Session, pursuant to K.S.A. 75-4319(b)(1), to discuss nonelected personnel matters at 7:35 for 10 minutes to include the Council and City Administrator.  Passed 5 Ayes, 0 Nays.


At 7:45 the Council came back to regular session and took no action.

With no other business to be conducted Mayor Fisher adjourned the meeting at 7:50 pm.

Unofficial Park Board Minutes

Regular Meeting 2/25/16

 

Gina Wedel called the meeting to order at 6:35 pm


Present: Jenni Guyer, Gina Wedel and Courtney Warden. Also present was:  Randy Frazer and Laurie Pierce
Absent:  Rebecca Logue


Courtney Warden / Jenni Guyer moved to approve the minutes from 1/21/16 meeting. Passed 3 Ayes 0 Nays

 

The board tabled appointing new officers until next meeting.

 

Randy updated the board on table and bench placement at Pack Park, Black Kettle West Park Building and CIP plan.

 

The board discussed the Wheatridge Park project.  The topics included the scope of the project, desired budget, breaking the project into phases, and fund raising ideas.  Laurie Pierce worked with the board to help narrow down the selection process of equipment and to develop a budget.


The board scheduled the next meeting after conferring with Laurie's schedule.

 

The board adjourned the meeting at 7:45 pm.

REGULAR MEETING 01/10/17

In attendance were Commission members Larry Schmidt, Calvin Schmidt and E. Fred Goering.

Members absent:  Brian Holloway, Ruth Oltmanns and Jason Creed.

Also in attendance were Randy Frazer, City Administrator/Clerk and Monroe Koehn.

With out enough members present for a quorum no business could be conducted and the public hearing will be rescheduled.
